Yup. Even in the US. To me it is obviously stupid, but people do it all the time here. My wife is Ukrainian of mixed Ukrainian/Russian heritage. Women in Ukraine an Russia wouldn't think of dressing down like that to go to court or even to go grocery shopping.

I recall that college student from Seattle that was accused of killing her roommate in Italy - in Italy one is assumed guilty until proven innocent.
Perhaps the same in Russia if they have this gal held in a cage within the courtroom. It is more of a psychological thing rather than a security measure.
