Presidents like neogtiations to precede their diplomatic trips so that any agreements they announce on the trip have already been set by negotiations before the trip. And apparently what they thought was “set” with the Saudis was not. With Israel I imagine Biden would just try to embarrass Israel in some way,or even just applaud them for not reelecting Netanyahu.
