In college all I did was gender studies. Well, one gender anyway. And if it was a good day, I got to study anatomy too.
What percentage will be siphoned off by corrupt politicians and contractors? They only like to spend our money because it makes them rich!

The CA “high speed rail” is a classic example.
Spent lots of money—and get a litany of “dog ate my homework” excuses as to why nothing is happening.
But—”infrastructure projects” are great for politicians (kickbacks, talking points), architects and engineers (design, re-design, re-design, re-design), environmental consultants, historic site consultants, Native American burial ground consultants, surveyors.....

The only President that is capable of completing infrastructure under budget and on time, and done right, is President Trump.
The ‘shovel ready’ projects that Biden is proposing are the exact same projects Obama proposed, threw a bunch of money at, that never got done because the governors channeled the money elsewhere
Obama spent one trillion dollars on infrastructure and we got very little of it. The money just went into the pockets of labor bosses.
Bridges and airports? Naw, they’ll just get some Biden donors to plow some broadband fiber into the cornfields and call it good.

No, on your first comment, second, I do agree with you re: a pork project. That money was spent under the table, there isn’t any left for anything else.
In many industries this is simply the known universe.
Quality (good), speed (fast), price (cheap). Each is the point of a triangle.
You MAY have any two. Though nothing stops a project from only having one, or even none. I’ve seen plenty of expensive, slow, low quality projects, and not all of them have been government/ public.
I have worked project that were both great and fast, though the price, both man hour and material were extremely expensive. In every one of those cases the money was worth the cost. Yes, you can have home plate right here, and have it done tomorrow. It just will not be cheap. If they want high speed, low drag they had better have deep pockets. It wouldn’t be a bad idea to get the money up front. People are great at thinking they can afford Rolls-Royce quality, then want to haggle at the final bill.
I have seen in slow times, ok quality and cheap cost, though these are classic examples at watching a project get completed with glacial speed, I never thought they were going to be completed, they did.
I have been retained to review a fast and cheap job on multiple occasions, and those are the ones where it may be cheaper to start over than make an attempt to fix all that is wrong.
Anytime its a government project local, state, federal, even military any branch Army, Airforce, Navy, DoD, DoE, it will be slow, REALLY expensive, (general rule of thumb is 300%) and it will be to the letter of the contract, regardless of if that’s truly “good”, though it will be extremely well documented.
This has been long experience, and I know it’s not isolated.
