WHERE IS THE LAWSUIT DECLARING THAT PARTICULAR EO AS UNSIGNED??? That was as clear a “signing statement” as has ever been. And that BS about him saying he didn’t know “where” to sign as opposed to “what” is belied by Harris’ reply.
