I would think so. What if a president needed to review the events and circumstances that led up to a national crisis and wanted to trace its development? The historical view from an intel standpoint would be an invaluable resource to draw on. For that reason, it seems logical that the daily briefings would be accessible to those with a need-to-know.
I remember a TV commercial ad for some off-brand picante sauce some years ago. It was a bunch of cowboys out on the open range & it was meal time. Somebody was passing around the picante sauce until they found out it was “made in NYC”. They wanted to hang the cook. The punchline for the ad which might be appropriate here was “somebody get a rope”

Trump’s biggest problem has been his reluctance to fire people, especially in the early days of his presidency.
Trump's biggest problem was that good people, in the private sector, didn't want to give up their jobs, to take the arrows which would come from working for Trump. The Deep State was prepared to make their life Hell, and they made sure they knew it.
