In VA you can only get beer and wine at grocery stores and 7-11s etc. Any hard liquor is only sold at an ABC store. Alcoholic Beverage control stores that are owned and operated by the VA gov.

It's that way in a lot of states. Some other states operate the liquor wholesale warehouses and sell to private liquor stores. Liquor is a cash cow for a lot of states.
