I believe it's a hand-made home business item, probably made by Obama's daughters or some other higher-up doing it part time and being offered for sale to anyone who has a job with the administration and whom of course are unable to refuse purchasing them. Maybe it's a Jarrett family enterprise. The beads are atrocious, repulsively ugly, simple, primitive looking as if assembled in an arts and crafts class in 3rd grade. Nobody would buy them simply because they were attractive or some fashion trend. And as you've said, it appears to be worn by those working in the administration.

There's a common thread about all these women wearing them that points to it being worn where they had to buy, wear them out of necessity and not by choice.
