I could, right now, set up a shop on a New York City sidewalk and sell things, without paying rent, due to a post Civil War law. However, that would mean Id have to live & work in New York City.There are numerous other requirements to be a NYC street vendor and I believe there is a permit cap that limits the number of vendors.

Did you catch the part of the article that said Garner had 23 unopened packs of untaxed cigarettes when he was arrested earlier in the year? That’s quite a bit different than selling one cigarette out of a legal pack.

Why is it when people see bad police arrest methods, or search methods, that rather than try to correct the methods, many of them use it to call for legalization of drugs, or whatever their cause, in this case selling individual cigarettes.
It isn’t like the reason for the arrest caused his death.

sent a sergeant from his office at 1 Police Plaza in July to investigate complaints of untaxed cigarettes being sold in the Tompkinsville neighborhoodI'm guessing the "complaints" came from the mayor's office.
