So I am job hunting - after 31 years!
It's tough to stay in business because of all the government that invites themselves into your office. And they're so nice about it, too...
It's doubly tough to hire the first employee. Besides the cost of pay, and payroll...there's the number of forms and reports to fill out and policies to develop and adopt. If you're lucky, I'd say, the first employee is at best a break-even proposition. Count into that all the personal productivity forfeited due to time spent administratively...and it's easily a net expense.
That's why employment isn't growing. That, and that abomination known as Obamacare. And the uncertainty...are you willing to invest in the business when the regulatory environment is uncertain at best?
Big business spreads administration over a larger number of widgets. It's still a burden but nowhere as large a part.

You can feel, today, an active and abiding hatred emanating from the organs of the State toward small business owners and entrepreneurs. Actual, violent, "Burn it all down, man!" hatred. To an Administration run by Jeremiah Wright's disciples, driving such white and Asian scammers out of business is seen as Social Justice.
This problem won't be fixed by simply changing Presidents, as these Sixties radicals and their mindsets have infiltrated every corner of state and local government, and have influenced every law and regulation created since the early 80's, when they began their desperate War on Reagan.
“-—— but not for profit nursing home situation.”

Bingo! I think you nailed it.
.
You can virtually put this article into one word: ‘Socialism’.
They say it is for a common good.
Who needs small businesses in a new brave world of equal misery?
Nothing beats government handouts, unless there is something left to hand out.
