Looks like utter fabrication to me. I've read a lot of Rand stuff over the years and it generally has a very sleepy academic tone, and never uses the imprecision reflected in this document. I can go and steal the .gifs for the Rand logo from their site and mock up a memorandum to appear, superficially, to be from them. But I would do a better job.

This is ridiculous. The idea that the US is advising Ukraine to destroy a whole region of their country in order to “win” over Russia is a colossal pile of poop.

First off it is the very worst advice. The Ukraine would lose any legitimacy and credibility is has if it tried to do this. This is kind of action a conqueror does not a defender.

This is the kind of cartoonishly bad “advice” one would expect pro-Russians might put out as a hoax. It is so unrealistic as to be laughable.
