Story's about the ****head shah of the Khwarism state and his ****head cousin, around 1218 or thereabouts, who seized a Mongolian trade caravan and then when Genghis Khan sent four ambassadors to figure out what had happened, burned their beards off and sent them back that way to show Genghis Khan how bad they were. Movie appears to be in Chinese or Mongolian, dubbed in Russian, but you can get the idea by watching it.
