S Korea pardons criminal bosses
South Korea is issuing pardons to more than 400 businessmen and politicians convicted of financial crimes in an effort to boost "national unity".

Among those being reprieved is Park Yong-sung, the former construction boss and International Olympic Committee member convicted of embezzlement.

The amnesty is timed to coincide with the 10th anniversary of the Asian financial crisis in 1997.

Kim Woo-chung, the ex-Daewoo boss jailed for fraud, was not included.

'Economic momentum'

But a number of former top officials, including aides to former presidents Kim Dae-jung and Kim Young-sam, have been pardoned.

This measure is expected to provide momentum for creating new jobs and a second economic leap forward
Justice Minister Kim Sung-Ho.

The Justice Ministry said the measure, which came on the fourth anniversary of President's Roh Moo-hyun's inauguration, was designed to create a "favourable atmosphere" for economic progress.

"This measure is expected to provide momentum for creating new jobs and a second economic leap forward and laying a stepping stone towards national reconciliation," said justice minister Kim Sung-ho.

Presidential amnesties are fairly frequent occurences in South Korea, generally coinciding with national holidays and significant anniversaries.

Those executives pardoned were convicted of a range of financial crimes including embezzlement, tax evasion, fraud and illegal political donations.

Criticism

Mr Park was given a suspended jail sentence last year for embezzling $30m from the Doosan group of companies during a family feud.

Opposition politicians criticised the mass amnesty.

"The government always uses the pretext of helping the economy whenever it amnesties powerful businesmen," said Park Kun-yong, from the People's Solidarity for Participatory Democracy.

"The amnesty will be harmful to the economy in the long run, as it will only help strengthen dictatorial corporate governance by the tycoons."

Corporate crime remains a major political issue in Korea, amid frequent criticisms that wealthy businessmen receive lenient sentences when found guilty of white-collar offences.

Earlier this week, Chung Mong-koo, the former head of car company Hyundai, was jailed for three years for creating a huge slush fund.

Blast rocks India railway station
A bomb has exploded at a railway station in India's north-eastern state of Assam, which is preparing to host the country's national games.

There were no casualties in the explosion at the Kamakhya railway station in the main city of Guwahati.

No group has so far said it carried out the attack.

Earlier this week, the separatist United Liberation Front of Assam (Ulfa) withdrew a planned boycott of the games on the request of some top athletes.

Ulfa is fighting one of India's longest-running insurgencies to establish an independent homeland in Assam.

The head of India's ruling Congress party, Sonia Gandhi, is due to open the country's 33rd national games in Guwahati.

More than 7,000 athletes and officials have gathered in the city for the event.

Spike

"The explosion was powerful, but with no passengers around the place a possible disaster was averted," senior police official Rajen Singh told the AFP news agency.

"We are not sure who was behind the explosion," he said.

There has been an upsurge in violence in Assam in recent months with officials pointing to the role of Ulfa.

The group has been blamed for a number of bombings and shootings in which about 90 migrant workers were killed.

The group, however, has said it would not disturb the national games.

Concerns over Pakistan's missing
The disappearance of hundreds of government opponents is Pakistan's most critical human rights issue, a leading campaign group there has said.

In its annual report, the Human Rights Commission of Pakistan said it had reports of at least 400 people believed abducted by security agencies.

The group said it had filed a petition at the Supreme Court on behalf of a number of people who have disappeared.

In the past the government has denied abusing human rights in making arrests.

War on terror

The Human Rights Commission of Pakistan's report outlined a number of human rights concerns, but said the rise in enforced disappearances over the past year was the most pressing problem.

"In the past year, unfortunately, the overall situation has been so grim," former minister Iqbal Haider, the commission's secretary general, said.

"Despite all the pleas, protests, demands from all sections of the public, including the (Supreme) Court of Pakistan, the vast majority, in the hundreds, of citizens - their whereabouts are still unknown," he said.

Mr Haider said that the country's security agencies, military and police were involved in the disappearance of Pakistani civilians, many of whom had "suffered an extreme degree of torture".

The government says those arrested are terror suspects, detained as part of Pakistan's efforts in the US-led global war on terror.

The commission's chairwoman, Asma Jahangir, said there were some terror suspects on the list of the missing, but just a few.

According to the commission, most of the disappeared were not suspected militants, rather they were ethnic nationalists from the provinces of Sindh and Baluchistan viewed as a threat by the federal government.

Ms Jahangir said that the disappearances problem was likely to be even worse than reported:

"There are a large number who don't want to come forward and there are still, we believe, a large number of cases that we do not know about," Ms Jahangir said.

"We are hoping that this will encourage more people to speak up," she said.

'Complete breakdown'

In the past government officials have denied unlawful arrests, but according to the BBC's Barbara Plett in Islamabad, under pressure from the Supreme Court they have been able to locate a number of missing people in army custody.

The annual report painted a grim picture of the country in general, saying there was a breakdown of institutions and of law and order.

"We see there is a dysfunctional state of affairs in the country, that nothing seems to be working. There seems to be a complete breakdown of institutions, a complete breakdown of law and order," she said.

The government has been facing a recent wave of militant and sectarian violence amid protests about alleged bias in general elections that were due to be held in late January.

The report did cautiously welcome legal amendments that made it easier for women to prosecute rape cases, but it said there was no decrease in violent crimes committed against women.

Deport youth murderer says judge
The home secretary has been urged to deport a youth who murdered two women in two weeks.

Mr Justice Gross said during the sentencing hearing of Angolan refugee Robert Malasi, 18, that he hoped John Reid would reassess the youth's status.

Malasi, of Peckham, south-east London, stabbed Ruth Okechukwu in Camberwell, south-east London in September 2005.

Two weeks later he shot Zainab Kalokoh in the head during a christening on the Wood Dene Estate in Peckham.

Malasi pleaded guilty last month to stabbing Ruth Okechukwu and was found guilty of shooting Mrs Kalokoh.

Mrs Kalokoh, 33, was shot in the head as she cradled her baby niece at the christening.

War-torn Angola

Malasi and three others wore masks during the raid.

As Mrs Kalokoh lay dying with a bullet in her head, the gang stripped guests of valuables.

Brothers Diamond, 17, and Timy, 15, Babamuboni, and Jude Odigie, 16, were jailed for life for Mrs Kalokoh's murder.

Jurors heard how Malasi targeted Miss Okechukwu two weeks later.

He held a grudge against her because he believed she had spoken disrespectfully to him during a mobile phone call.

Sir John Nutting QC, defending, said Malasi may have been affected by spending four years in war-torn Angola where people were killed on a regular basis.

Mr Justice Gross remanded the youths in custody until Wednesday so he can decide Malasi's minimum term for his mandatory life terms.

Malasi has indefinite leave to remain in the UK.

Activist bailed on terror charge
Muslim activist Abu Izzadeen has been remanded on conditional bail charged with a terrorism offence.

He appeared at Westminster Magistrates' Court accused under section one of the Terrorism Act 2006, which relates to the encouragement of terrorism.

The 32-year-old hit the headlines last September after heckling Home Secretary John Reid at a meeting in Leyton.

His arrest in an east London street on Thursday was understood to be over a speech made in Birmingham in 2006.

Mr Izzadeen was told to live at his home in Leytonstone, east London, until the next court hearing on 23 March.

District Judge Daphne Wickham also ordered him to provide a £50,000 surety, report daily to police, surrender his passport and not to attend or address any organised meeting.

Pensioners receive secret details
Thousands of pensioners have been affected by a government mix-up that resulted in personal banking details being sent to wrong addresses.

The Department of Work and Pension has confirmed as many as 26,000 such letters were sent out and added a full investigation is taking place.

One pensioner said the mix-up was "appalling" and "absolutely terrible".

Conservative MP Patrick McLouglin said the mistake was unacceptable and called on the department to "put it right".

The department issued a statement saying it takes issues of customer security very seriously.

'Absolutely terrible'

It said: "We stopped sending out these letters as soon as we discovered the error and no more will be sent out until the problem has been rectified."

The department said it will be able to trace all the letters involved - and pinpoint where each one went.

A spokesperson said they would be contacting everyone concerned so members of the public had no need to take any action.

"We send out 11.7m of these notices each year and the vast majority are processed without any problems."

One caller to BBC Radio Derby said: "One piece of paper belongs to a lady in Durham - it has her bank details and account number - and more information on her pension.

"In this world of fraud perhaps not everyone would be as honest as we are."

It could have gone anywhere - how can it happen that all my details are there?
Margaret Rothwell

Margaret Rothwell from Barnsley, whose details were sent to Bakewell in Derbyshire, said: "The sheer inefficiency is appalling. I am stunned and appalled - it is absolutely terrible.

"It could have gone anywhere - how can it happen that all my details are there?"

One letter containing a Leicester City councillor's national insurance number and bank account details were sent to a Derby pensioner.

Mr McLouglin said: "When an incident like this happens they (DWP) ought to say what has happened.

"We are being told by the government that we are going to have national database for medical record and national identity card system.

"How can we have any faith in further extension of all this technology?"

The department said any customers who received another person's details could call the Pension Service on 0845 60 60 265.

Police hurled stun grenades and tried to smoke out dozens of angry
worshippers
who had barricaded themselves inside one of Islam's holiest sites
Friday, during
a clash over Israel's plans to renovate the shrine.

The disputed site is sacred to both Jews and Muslims, but outraged
protesters
scuffled with police to prevent Israeli construction of a new
pedestrian bridge,
which Muslims said would be a desecration of the compound.

Muslims know the religious site as the Noble Sanctuary, which houses
the Al-Aqsa
mosque, the holiest mosque outside of Mecca. But it is also known to
Jews as
Jerusalem's Temple Mount, connected to the Western Wall, which is said
to be the
holiest site in Judaism.

Islamic leaders called for Muslims on Friday to protect the hilltop
shrine,
drawing hundreds of demonstrators out. Many threw rocks at about 200
black-clad
riot police called in to quell the violence, police spokesman Micky
Rosenfeld
said.

Dozens of police were injured in the fighting and blood could be seen
flowing
from the heads of demonstrators, who were carried away on stretchers as
tensions
began to calm in the afternoon. One report said as many as 30 police
were
injured.

One witness inside the Al-Aqsa mosque at the time told CBC News the
clashes
began after a stun grenade detonated the moment worshippers finished
praying,
but details were sketchy.


Plumes of smoke rose from the compound and the echo of stun grenades
reverberated throughout the walls of the Old City for almost half an
hour, CBC
News reported.

The Old City was barred to anyone under the age of 45.

Despite assurances from Israeli authorities that installing a new
bridge to
replace a centuries-old ramp leading to the compound would not cause
damage to
the shrine, leaders in the Arab world accused Israel of plotting to
intentionally disturb Muslim holy sites.

"The aggression happening now is a tragedy, a crime," Raed Salah, a
leader of
the Islamic Movement in Israel, told the Associated Press. He referred
to the
construction as a declaration of "a regional religious war."

Israeli officials said political extremists were trying to exploit the
renovation plans to stoke anger against Israel.

On Friday, though, a prominent Israeli archeologist weighed in against
the
project.

Meir Ben-Dov, who has led excavations near the Temple Mount, said the
existing
ramp should be renovated, but not replaced.

The government, he added, lacked the proper construction permits.

"There is no reason to take any action there," Ben-Dov told Israel
Radio.

The compound, home to the golden-capped Dome of the Rock shrine and
Al-Aqsa
mosque, is the third-holiest site for Muslims, who believe that it is
where the
Prophet Muhammad ascended to heaven. For Palestinians and Israeli
Arabs, it is
also a focal point of national pride.

For the 2nd day in a row, a Jacksonville student has been diagnosed
with tuberculosis. On Thu 8 Feb 2007, a student at an Eastside
school, RL Brown Elementary School, was diagnosed with TB.

School officials sent letters home to parents about the case.
According to officials, the student is an 11-year-old who has been
treated and released from the hospital. School officials said next
week they plan to test 25 classmates and others who have come into
contact with the 11-year-old.

The health department said it's not clear if the latest case is
connected to the TB case confirmed the day before at Stanton College
Preparatory School. A student there also has active TB, which was
confirmed less than a year after an outbreak at a daycare center
located directly across the street from the high school. Stanton
College Preparatory School is less than a one-tenth of a mile from
Stanton Pre-School, the daycare center that closed shortly after a TB
outbreak there in April 2006 left 4 young children sick. The 2
schools are not affiliated.

The health department tested 180 students and faculty at the Stanton
College Preparatory as a precaution, and found that 16 of them had
come in contact with the disease. Testing on the 16 students and
adults exposed to TB continued on Thu 8 Feb 2007.

"We've evaluated a number of them today, and we're continuing that
evaluation. The ones I've seen today have been started on therapy,"
said Dr. Jeff Lauer of the Duval County Health Department.

The health department said it is taking the proximity of both schools
into consideration as they look into the high school's TB case.
Doctors with the health department said Duval County is the 5th
highest in the state for active TB cases, and that there are

[Except for issues relating to drug-resistant tuberculosis, ProMED
has not posted extensively on _Mycobacterium tuberculosis_ disease.
The proximity of the cases mentioned here, however, is interesting
and suggests the possibility of common exposure, which can be
determined microbiologically by DNA fingerprinting the isolates from
the recent cases and from the daycare center from 2006.

Time-wise, the interval from exposure with conversion of the TB skin
test to positive and the development of active tuberculosis can be
years to decades. Statistically, only about 10 percent of those
exposed significantly enough to develop tuberculin skin test
reactivity will develop active infection in their lifetime. It is
important to note, however, that about half of these will manifest
within the first 2 years.

It is also important to be aware that treatment of individuals who
have recently become reactive to the tuberculin skin test can
decrease the risk of the development of active TB by about a factor
of 10. Treatment is classically administered with a single drug,
isoniazid. Treatment of the active disease, however, involves the use
of 4 agents. The success of either of these depends on adherence to
the treatment and the preexisting resistance profile of the infecting
organism.

No New Arms Race Despite U.S. Missile Plan: Russia

Russian Defence Minister Sergei Ivanov on Feb. 9 rejected U.S. arguments for deploying an anti-missile defense system in Eastern Europe and insisted Russia would not be drawn into a Cold War-style arms race.

Ivanov said there was no need to base part of the system in NATO countries Poland and the Czech Republic to defend the United States from rockets launched in Iran and North Korea, as Washington argues.

"Any expert can prove the flight trajectory of the missile will be very far from the Czech Republic and Poland, so what is the real intention of these activities?" Ivanov said at a news conference after meeting NATO counterparts in Spain.

U.S. Defense Secretary Robert Gates, asked if he understood Ivanov’s concern, said, "Not really."

"We’ve made quite clear to them that it’s not directed at them," Gates told reporters after meeting Ivanov.

Russia has expressed alarm at the growing military advantage of the United States and its European allies. It wants a binding pledge from Washington that the anti-missile system would not be aimed at them, one Russian official was quoted by Interfax news agency as saying this week.

"We want to be absolutely sure that under no circumstances are we under any pressure, politically or militarily," Ivanov said after meeting Gates.

‘RUSSIAN DETERRENT’

A glance at the map shows that Poland and the Czech Republic are in the wrong place to protect the United States from a North Korean attack, while a launch from Iran could be brought down in neighboring states, Ivanov said.

"It is common knowledge that any missile that is following a ballistic trajectory can be intercepted at the initial booster stage. If it so ... why can’t our U.S. partners deploy the system in Iraq, Afghanistan or Turkey?" Ivanov said.

He said Russia would upgrade its own defense systems to make sure its strategic arsenal was not rendered ineffective.
"This will not harm the Russian deterrent. We will develop our own strategic system which will have the capability to surpass any missile system," Ivanov said.

"Our response will be asymmetric. It will not be very expansive. We will not be back to the arms race."
Gates said he had sought to reassure Ivanov that the system posed no threat to Moscow.

But Gates and Ivanov spent little time on missile defense during their bilateral session, recognizing the wide gap in their views, according to a senior U.S. defense official.

"Ivanov started out mentioning some issues and said, look missile defense is an issue on which we agree to disagree," the official said.

Despite fierce public opposition, centre-right governments in Poland and the Czech Republic seem determined to push through plans to host the U.S. missile defense system.
The system would be composed of a radar station in the Czech Republic and up to 10 ground-based ballistic rockets, or interceptors, in Poland.

The Wild Band claims are located adjacent to the drilled-out EZ-1 and EZ-2 pipes (owned by Pathfinder Mines) which have drilled out uranium resources. They are situated on a northwesterly trend that contains the past-producing Hack Canyon mines as well as the Arizona 1 Mine which is currently on stand-by (owned by Denison Mines).

Collision with big rig kills Honduran diplomat in Pennsylvania

A Honduran diplomat was killed on the Pennsylvania Turnpike when the car in which she was riding was rear-ended by a tractor-trailer driven by an illegal immigrant, state police said.

Nuria Ortiz Navarro, 31, a trade and investment promotion counselor for the Honduran Embassy in Washington died at the scene of the collision Thursday.

Her husband, Pablo Octavio Miranda Nigro, 33, the car’s driver and another passenger were injured in the wreck about 20 miles southeast of Pittsburgh, police said. None was considered to have life-threatening injuries.

Trooper Richard Makokey said the driver of the rig, Sam P. Thompson, 32, who lives in Gaithersburg, Md., was in the country illegally from Ghana, U.S. Immigration and Customs Enforcement officials told police.

Thompson denied causing the crash when he appeared before a judge Thursday. He remained jailed Friday on charges of homicide by vehicle and several traffic citations.

Thompson’s employer, Transcare Systems Inc., of Bowie, Md., declined to comment on the charges.

Office manager Lara Popoola said Friday that the company believed Thompson was in the country legally.

“So far, he had the proper paperwork and everything,” she said.

David Hernandez, a spokesman for the Honduran embassy, said Navarro’s remains would be flown to the Honduran capital of Tegucigalpa.

Navarro previously was a TV reporter and was the daughter of a prominent journalist in Honduras, Hernandez said.

“It’s a very sad loss for us,” he said.

State Web site breached
5,600 notified hacker saw their credit-card numbers

Indiana's state government Web site has been broken into, and the hacker saw credit-card information for about 5,600 people and businesses, the state Office of Technology said today.

The state has mailed letters to those people and businesses explaining what happened and what may happen next.

"(T)he State has implemented the highest levels of security and submitted itself to regular independent audits to ensure that data is safeguarded," the letter said. "Despite these efforts, the State's Web site recently experienced a security breach during which some credit card numbers were obtained without authorization." Because of technical errors, the letter said, those numbers were not encrypted, or scrambled, were not removed from the state's computer systems, and the hacker viewed the unencrypted numbers. It says it has fixed the errors and has taken additional measures to ensure security is as strong as possible.

The state recommends that people receiving the letters review credit-card statements since Jan. 1 and immediately report any questionable or unusual activity to card companies.

They are asked to call the site's security hotline at 888-438-8397 if they need additional information, or e-mail securityconcerns@www.IN.gov.

Gas leak evacuates Andrews school

By Rebecca S. Green - The Journal Gazette A small gas leak forced the evacuation of all students and staff at Andrews Elementary in Huntington County on Thursday afternoon.

And while it meant many of the students got to eat their lunch at the Huntington North High School field house, all were back in Andrews for afternoon dismissal, said Tracey Shafer, Huntington County Community Schools superintendent.

A small buildup of pressure in outside gas pipes caused a leak and the air handlers in the schoolÂ’s gymnasium pulled the gas inside the building, Shafer said.

The building was evacuated, and administrators rounded up buses to take the students and staff to another location.

While the students were walking to their “secondary shelter,” the buses arrived and picked them up, taking them to Huntington North High School, Shafer said.

Food service staff at the high school, which is about seven miles away, fed some of the students lunch since they had evacuated and left their lunch trays on the table.

The AndrewsÂ’ students and staff were at the high school for just over an hour. After the elementary school was checked out and the heat turned back on, the students were sent back to Andrews, where they were dismissed at the regular time at the end of the school day, Shafer said.

To keep parents informed, Shafer sent information to local radio and TV stations to let parents know where they could pick up their children and where the situation stood, he said.

“I couldn’t have asked for any better response,” Shafer said of the staff and emergency crews that handled the leak.

Monoxide leaks at Auburn child care 20 kids huddle in vans as furnace examined

AUBURN – About 20 children were unharmed Thursday after a furnace leaked carbon monoxide at an Auburn church child-care center.

Auburn firefighters were called to the Auburn Church of the Nazarene, 2301 N. Main St., at 8:51 a.m. Thursday on a report of a smell of natural gas, Deputy Chief Michael Good said.

When firefighters arrived on the scene four minutes later, they discovered a carbon monoxide leak coming from a furnace, Good said.

The children, all 3- and 4-year-olds, and seven adults in the building were evacuated into heated vans in the church parking lot.

Although firefighters ventilated the building and left the scene by 9:54 a.m., parents were contacted to pick up their children, and the child care did not resume Thursday, Good said.

The furnace had not been working properly and had been repaired late Wednesday afternoon, said the Rev. Dan White, senior pastor at the church.

But the unit malfunctioned and caused a smell that led church staff to call for help Thursday morning.

White, whose office was closest to the heating unit, suffered the most from the colorless, odorless gas.

He went to the emergency room to have his carbon monoxide levels checked, and they were not high enough to cause alarm, he said.

The church does not have any carbon monoxide detectors, but will invest in some soon as a result of ThursdayÂ’s scare, White said.

The church was built four years ago.

According to Good, the scare shows that relatively new heating units are as susceptible to car- bon monoxide leaks as older models.

Had it not been for the smell of natural gas that the malfunctioning heater produced, the situation could have been much worse, Good said.

Russia Refuses Entry To Norwegian Defense Adviser

February 8, 2007 -- Russia has refused entry to a Norwegian Defense Ministry adviser who had flown to Moscow for talks on decommissioning nuclear submarines.





Ingjerd Kroken said she did not know the reason why she was turned back on February 7.

Kroken, who co-chairs an Arctic intergovernmental group working to solve defense-related environmental problems, said she had visited Moscow dozens of times over the past 10 years for the project.

There was no comment from Russian officials.

February 9, 2007 -- Russian prosecutors say jailed oil tycoon Mikhail Khodorkovsky and his former business associate, Platon Lebedev, organized the theft of oil worth $32 billion.





The accusation came as prosecutors revealed for the first time details of the new charges of embezzlement and money laundering they filed against both men this week.

A statement on the prosecutor-general's website said that the oil acquired illegally between 1998-2003 was then sold through firms registered in Russia and abroad. As a result, the statement said a total of $24.5 billion was allegedly laundered.

Khodorkovsky, the founder of the now bankrupt Yukos oil company, and Lebedev, the head of Yukos' financial arm, are already serving eight-year prison sentences for fraud and tax evasion.

Critics said the trial against Khodorkovsky was Kremlin-inspired punishment for his challenges to President Vladimir Putin.

August 3, 2006 -- German Chancellor Angela Merkel has described the conditions in which one-time Russian oil tycoon Mikhail Khodorkovsky is being held in a Siberian prison as "unacceptable."





Merkel says the German government has demanded Russian authorities respect international standards of human rights.

Merkel's comments came in response to a plea from Germany's opposition Free Democrats for her to raise Khodorkovsky's case with Russian President Vladimir Putin. Her letter was released by the Free Democrats and published today in the "Berliner Zeitung" newspaper.

In the letter, Merkel says violations of human rights in the prison worry the German government greatly.

Khodorkovsky, the former chief of the now bankrupt oil giant Yukos, is serving an eight-year sentence for fraud in the Krasnokamensk prison colony.

Many observers believe he was arrested because he represented a political threat to President Vladimir Putin, a claim denied by the Kremlin.

Yukos was declared bankrupt by a Moscow commercial court on August 1.
