Not Constitutional or legal authority to do this.

I believe the President DOES have the Constitutional authority to ban Muslims. Its been done before.
Foreigners do not enjoy the same protections as citizens.

I have often considered if my life would be negatively impacted if every Muslim in my geographical area magically disappeared.
The answer is my life would get BETTER!
The sole hiccup is it might impact my access to hummus and falafel. That can be easily addressed with recipes via the internet.

Actually we make it based on nationality like Jimmy Carter did with the Iranians and that will pass muster. The law already exists to do it - Section 215(a) (1) of the Act of June 27, 1952 (8 USC 1185), to prescribe limitations and exceptions on the rules and regulations governing the entry of aliens into the United States.
