...Howard Koh, then health commissioner, said he had considered asking that every pack of cigarettes sold in Massachusetts bear the phrase, ''You are the scum of the earth." Just one question - was he talking about smokers, or tax-payers in general? That seems to be the prevailing atttitude among people on government payrolls.
