A House Homeland Security appropriations bill provides $5 billion in funding, but the Senate version includes $1.6 billion. ...the Senate will require the help of at least nine Democrats to pass spending measures thanks to the filibuster rule.

Democrats are planning to force a vote in the Senate this week on overturning a Trump administration rule expanding non-ObamaCare insurance plans. The Democratic resolution, which will likely get a vote on Wednesday, would overturn a rule finalized in August that expanded the availability of short-term health insurance plans. Democrats decry the plans as “junk” insurance because they does not need to cover pre-existing conditions or follow other ObamaCare rules. Republicans argue the plans provide a cheaper option alongside ObamaCare plans. The resolution, which is supported by all 49 Senate Democrats, is unlikely to pass given that it would need...

For Republicans in Wisconsin, it’s a time to be sentimental — and scared. BURLINGTON, Wisconsin — Picnics aren’t supposed to be maudlin. But last weekend, as they piled their plates with bratwurst and tipped back cans of Pabst Blue Ribbon at Speaker Paul Ryan’s annual Fall Fest, Wisconsin Republicans wrestled with their mortality as a powerhouse in state and national politics. Gov. Scott Walker, who is seeking a third term in November, delivered the biggest buzzkill. Believe the polls, he told the nearly 300 activists gathered here inside a tarpaulin tent in the middle of an apple orchard. Even the...

The new NBC News-Wall Street Journal survey, taken six weeks before Americans head to the polls, shows Democrats leading Republicans by 52 percent to 40 percent for control of Congress. If it holds, that 12 percentage point margin would suggest a "blue wave" large enough to switch control of not just the House but also the Senate.

TAYLOR COUNTY, Wis. — Those who live in the northern Wisconsin are used to seeing wildlife, e.g., deer, coyotes, and bears. This week, however, was a little different. (WLUK) -- One could argue summer is a synonym for construction season. You'll likely find orange barrels in the summer and traffic certain hours of the day. "I see it sometimes coming the other way," said Luke Agnew of Fall River. Once a week, Agnew makes the more than 100 mile drive from Columbia County to Door County."It's usually late evening or mid-morning," he said. He tries his best to avoid the stop and go but not all drivers can say the same. When it comes to the I-41 corridor between De Pere to Appleton, Gov. Scott Walker announced Wednesday:After...

President Trump, Senate Majority Leader Mitch McConnell, and House Speaker Paul Ryan have teamed up this summer to do something that hasn’t happened in two decades — write and pass department spending bills instead of lumping everything into a massive package. The House and Senate are moving at a brisk pace to pass the appropriations bills, with the Senate leading, approving nine of 12. What’s more, the Trump administration has pushed through key priorities on wall and Pentagon spending, as well as curbing wasteful programs, though still ending up with a more expensive budget than they wanted by over $50...
