    There seems to be a disturbing, growing sense that Gov Youngkin overreached when he forbade school districts from requiring mask mandates. The problem, advocates are admitting, is that Virginia's legislature passed a law requiring school boards to comply with CDC guidelines. But the law says only that they must do so "to the extent practicable." Here's the thing: The new law did not mandate masks per se. It could have.
