Ted Cruz isn’t topping the polls or dominating the conversation, but he’s one of the winners of the past few months. His odds of winning the nomination have increased more than anyone else’s besides Donald Trump, and if you believe (reasonably enough) that Trump isn’t built to last, more than anyone else’s, period. Let’s review. There was always the danger of Cruz, who made his national reputation on the strength of a misbegotten government shutdown, seeming like too much of a bomb-thrower. That was before it began to look like the Republican Party is open to a candidate only slightly...

Sen. Marco Rubio (R-FL)80% cast the deciding vote for Obamatrade on Tuesday as it squeeked through the U.S. Senate 60-37, and his Senate office is still outright refusing to answer whether he even knew what he was voting on.

Later this afternoon, the Senate will hold a procedural vote on Trade Promotion Authority (TPA) in an attempt to reach cloture and guarantee a floor vote on fast-track authority for Barack Obama on the Trans-Pacific Partnership (TPP) free-trade agreement. On its first go-around, TPA barely made it past this procedural hurdle, with only 13 Democrats coming along for the ride — and that package included Trade Adjustment Assistance (TAA), a key Democratic priority to buffer the effects of globalization for American workers. Without it, even those few Democrats may take a pass on TPA, which would once again put fast-track...

The President's trade agenda scored a major victory Tuesday when the Senate voted to advance a bill to allow "fast-track" approval of large international trade bills. The outcome of this key procedural vote had been in doubt as a group of 14 pro-trade Democrats weighed whether to continue their support of the bill out of concern that a related workers' assistance package might not pass both chambers. But after repeated assurances by GOP congressional leaders that workers' assistance measure will be adopted, 13 out of 14 backed the bill. The vote was 60 to 37, passing by the slimmest margin...

As a general matter, I agree (as did Ronald Reagan) that free trade is good for America; when we open up foreign markets, it helps American farmers, ranchers, and manufacturers. But TPA in this Congress has become enmeshed in corrupt Washington backroom deal-making, along with serious concerns that it would open up the potential for sweeping changes in our laws that trade agreements typically do not include. Since the Senate first voted on TPA, there have been two material changes. First, WikiLeaks subsequently revealed new troubling information regarding the Trade in Services Agreement, or TiSA, one of the trade deals...

The American people do not trust President Obama. And they do not trust Republican leadership in Congress. And the reason is simple: for far too long, politicians in Washington have not told the truth. Both President Obama and Republican leadership are pressing trade promotion authority, also known as TPA, or “fast-track.” Rep. Nancy Pelosi (D-CA)9% and Sen. Harry Reid (D-NV)2% both oppose it. As a general matter, I agree (as did Ronald Reagan) that free trade is good for America; when we open up foreign markets, it helps American farmers, ranchers, and manufacturers. But TPA in this Congress has...

The Senate on Tuesday voted to advance President Obama’s trade agenda, approving a measure to end debate on fast-track authority. The 60-37 motion sets up a vote on final passage on Wednesday. If the Senate approves fast-track or trade promotion authority (TPA), it would then be sent to Obama’s desk to become law. Fast-track authority would allow Obama to send trade deals to Congress for up-or-down votes. The White House wants the authority to conclude negotiations on a sweeping trans-Pacific trade deal. Thirteen Democrats backed fast-track in Tuesday’s vote, handing Senate Majority Leader Mitch McConnell (R-Ky.) a major legislative victory....

The cloture vote to give Obama TPA just passed with the minimum number of yea votes. Marco Rubio voted yes so he delivered the 60th vote.

House leaders, confident but not yet certain they have the support to pass sweeping trade legislation, said Wednesday they plan to bring the package to a floor vote by the end of this week — even as they rush to resolve a last-minute hangup over how to pay for aid to displaced workers. The vote to grant President Barack Obama fast-track authority to negotiate a massive Pacific Rim trade deal will be extremely tight by all accounts. Senior aides and lawmakers in GOP leadership are intent on scheduling the vote at the moment they believe they have the votes locked...
