Senate Democratic leadership tossed aside the rules for moving legislation with regard to the resolution authorizing the use of military force against Syria, angering some Republicans and creating confusion on Capitol Hill in the run up to the war vote. The Senate Foreign Relations Committee narrowly approved a modified war resolution Wednesday afternoon by vote of 10-7 with one member, Sen. Ed Markey (D-MA), voting present. The committee's action allows Senate Majority Leader Harry Reid (D-NV) to bring the measure to the floor as early as Friday, following a break for the Jewish holidays. That would allow a vote by...

Secretary of State John F. Kerry refused Tuesday to rule out putting U.S. troops on the ground in Syria, saying the president needs to retain the ability to send in forces in very select circumstances as the Obama administration officially began to make its case for retaliatory military strikes on the Assad regime. Testifying to the Senate, Mr. Kerry accused critics of “armchair isolationism” and said there are risks to acting, but that the risks of inaction are even worse. But asked whether President Obama would accept an authorization from Congress that specifically banned putting U.S. troops on the ground...
  • John Kerry, just thinking out loud: I can’t rule out boots on the ground if Syria implodes

By “implodes,” he means a situation where Assad loses control of his WMD and we need to go in and grab them before some fanatic native outfit grabs them first. Which is funny because, right offhand, I can’t think of anything that’s more likely to increase the risk of that happening than bombing the hell out of Syrian military units who are in charge of those weapons. I think we’re about done here, guys.

Secretary of State John F. Kerry and Defense Secretary Chuck Hagel are scheduled to testify Tuesday before the Senate Foreign Relations Committee, Senate aides said Monday. The appearance by Kerry and Hagel will be one of the most public parts of an intense lobbying effort underway by the Obama administration to garner congressional support for a resolution authorizing U.S. military intervention in Syria. The lobbying campaign includes in-person briefings for lawmakers, phone calls and meetings at the White House.
