A National Guard reservist has been arrested at the Canadian border in Washington for allegedly trying to aid al-Qaida in a plot to attack a Southland subway. Nicholas Teausant, 20, of Acampo, Calif., was charged Monday with attempting to provide material to support a foregoing terrorist organization, the U.S. District Attorney’s Office said. He made his first appearance in a federal courtroom in Seattle Monday afternoon.

A Chechen terrorist who is Russia’s most wanted man has claimed responsibility for the Moscow metro bombings on Monday and promised to bring all out war to Russia’s streets. In a chilling video posted on an internet website considered to be a mouthpiece for Russia-based radical Islamists, Doku Umarov, a Chechen-born Islamist extremist, said he had ordered the attack on Moscow in revenge for an alleged massacre of civilians perpetrated by Russian special forces in February. The alleged massacre occurred on the border between the southern Russian republics of Chechnya and Ingushetia and saw up to twenty-two people killed.

Russia is holding an official day of mourning for the 39 people killed in Monday's twin suicide bombings on Moscow's metro system. Scores of others were severely wounded when two female suicide bombers set off explosions at the height of the morning rush hour. National flags will be flying half-staff in the Russian capital on Tuesday. Television shows and other forms of entertainment have also been canceled. Russian President Dimtri Medvedev visited the Lubyanka station Monday, where the first explosion took place, and laid flowers on the platform. He referred to those responsible as "beasts" who will be destroyed.

ISLAMABAD, Pakistan (AP) - The mastermind of the Sept. 11 attacks helped lay the groundwork for the London subway bombings and a plot to strike Heathrow Airport, Pakistan's president says in his memoir. President Gen. Pervez Musharraf's "In The Line of Fire," released Monday, also says that the United States paid Pakistan millions of dollars in bounties to hand over some of the nearly 700 al-Qaida suspects arrested in his country, including the killers of Wall Street Journal reporter Daniel Pearl.
