Everyone not named Franklin D. Roosevelt hates Daylight Saving Time. The constant back and forth is confusing, especially for those who have an early Sunday morning commitment. The Standard Time Act of 1918 gave the federal government power to oversee national time zones. That power was extended with the passage of the Uniform Time Act of 1966, which allows the Department of Transportation (DOT) to set Daylight Saving Time for the entire country. Why DOT? Back in 1784, hanging out in Paris and heady with Enlightenment, Benjamin Franklin had an idea. Russia will turn back its clocks for the last time on Sunday to permanently adopt winter hours. It will also increase its time zones from nine to 11, from the Pacific to the borders of the European Union. For the last three years, Russia experimented with keeping permanent summer time, but it proved to be highly unpopular with many Russians. The Soviet Union introduced Daylight Saving Time in 1981. Finally, America -- or most of it -- will get an extra hour of sleep Sunday morning when Daylight Saving Time ends. And the scam that we'll be more productive and save money on electricity bills because there was an extra hour of daylight will be put on hiatus until next spring. The only good things about turning the clock back an hour before going to bed Saturday night is that you'll get an extra hour of sleep, and it's a good reminder to change the batteries on smoke alarms.
