After a historic legal settlement that will allow a California inmate to undergo sex-reassignment surgery, the state’s prisons will implement the nation’s first guidelines that would authorize surgical procedures sought by transgender inmates who are suffering from severe mental problems. The governor of New York recently approved a new policy that will allow the state's tax dollars to fund sex change operations for indigent New Yorkers who identify as transgender and have been medically diagnosed with gender identity disorder.
