If you want to judge a nation, look at how it treats its most vulnerable civilians. Hospitals are a good place to start. Three people were seriously injured from rocket fire in Be'er Sheva on Monday, including two teenage sisters. The sisters, ages 10 and 13 respectively, were hit by shrapnel after a rocket landed in a Bedouin village close to Be'er Sheva.
