    The Bush administration is proposing a more robust campaign against tax shelters created by corporations and wealthy people to evade billions of dollars in taxes. "The complexity of our tax code has created opportunities for abuse," Treasury Secretary Paul O'Neill said in a statement Wednesday. "These proposals will help us find and stop unscrupulous promoters who are marketing questionable transactions to taxpayers."
