    A 26-year-old man is accused of forcing a 5-year-old girl to smoke marijuana, police said. Marquise Rashad Harris-Hill was arraigned Monday on a five count grand jury indictment that charges him with first-degree criminal mistreatment, third-degree assault, unlawful application of a controlled substance to the body of another person, unlawfully causing another person to ingest a controlled substance and unlawful delivery of marijuana to a minor.
