The city declared a state of emergency today for Windward Oahu because of severe flooding from heavy rain over the past three days. Gov. HONOLULU (AP) - The wreckage of a large World War II-era Japanese submarine has been found by researchers in waters off Hawaii. A research team from the University of Hawaii discovered the I-401 submarine Thursday during test dives off Oahu. The Office of the U.S. Attorney has joined the investigation of contract corruption at Honolulu International Airport, Hawaii state Attorney General Earl Anzai announced Thursday. "We are pleased that United States Attorney Edward H. Kubo Jr. has agreed to put the weight of his office behind our ongoing investigation of the financial misconduct occurring at the Honolulu International Airport," Anzai said in a statement. Anzai said he requested it because it means more investigative resources and federal convictions will bring longer sentences with no parole.

<p>With no alternative to deal with O'ahu's increasing volume of garbage, the state Department of Health approved a permit yesterday to raise the height of the landfill at Waimanalo Gulch by 30 feet.</p> <p>The action came with only weeks of capacity remaining at the city's sole landfill, and state deputy health director Gary Gill noted that the urgency to find a solution to O'ahu's waste problem was mounting along with the trash.</p>

<p>State Rep. Nathan Suzuki was indicted by a federal grand jury yesterday on five counts of failing to disclose his interest in foreign bank accounts and filing false income tax returns.</p> <p>The charges against Suzuki are related to the work he did for Michael H. Boulware, head of a coffee distribution and vending machine empire in Hawai'i. Boulware was sentenced to four years and three months in prison last month after being found guilty in federal court last fall of tax evasion and bank fraud conspiracy charges.</p>

<p>The city has put 83 retired municipal workers back on the payroll this year, some as well-paid temporary employees who essentially return to their old jobs on short-term contracts while continuing to collect a government pension.</p> <p>The rehired retirees earn salaries ranging from $7,411 a month for a veteran engineer in the Department of Design and Construction to $8.68 an hour for an usher. Retired deputy police chief Robert "Doug" Aton went back on the city payroll recently to run the O'ahu Civil Defense Agency at a salary of $5,666 a month.</p>
