New testimony reveals that the Internal Revenue Service (IRS) used “hundreds of attorneys” to hide critical information from Congress’s investigation of the IRS targeting of conservatives. According to new congressional bombshell testimony today, the IRS set up a previously unknown “special project team” comprised of “hundreds of attorneys,” including the IRS Chief Counsel (one of only two politically appointed positions at the IRS). IRS Commissioner John Koskinen was in the hot seat on Capitol Hill yesterday over a massive data breach and hacking of highly sensitive taxpayer information, including social security numbers. A number of taxpayers whose information was stolen have also lost their identities. The IRS "believes" that a major cyber breach that allowed criminals to steal the tax returns of more than 100,000 people originated in Russia, two sources briefed on the data theft tell CNN. On Tuesday, the Internal Revenue Service announced that organized crime syndicates used personal data obtained elsewhere to access tax information, which they then used to file $50 million in fraudulent tax refunds.

Thieves used an online service provided by the IRS to gain access to information from more than 100,000 taxpayers, the agency said Tuesday. The information included tax returns and other tax information on file with the IRS. The IRS said the thieves accessed a system called "Get Transcript." In order to access the information, the thieves cleared a security screen that required knowledge about the taxpayer, including Social Security number, date of birth, tax filing status and street address. A federal court has decided that the National Security Agency’s (NSA) bulk, warrantless collection of millions of Americans’ phone records is illegal. The decision from the Second Circuit Court of Appeals on Wednesday represents the second major court victory for opponents of the NSA, after a lower court decision called the program nearly unconstitutional six months ago. The phone records program “exceeds the scope of what Congress has authorized,” Judge Gerard Lynch wrote on behalf of the three-judge panel. The court did not examine the constitutionality of the surveillance program.

The Ninth Circuit Court of Appeals has handed a gift to the Kamala Harris for U.S. Senate campaign, allowing Ms. Harris to collect confidential taxpayer information about donors to charities and nonprofit advocacy organizations, all without probable cause and a warrant. An inspector general investigating the IRS’s improper scrutiny of Tea Party groups has found thousands of emails from Lois Lerner, the agency official at the center of that controversy, according to committees involved in the probe.
