CASTAIC, Calif. - Most of Los Angeles County's jail system was on lockdown Monday after fighting broke out between blacks and Hispanics at two jails over the weekend. One inmate died in the fighting, and more than 100 others were injured. The lockdown was intended to reduce tensions, and it wasn't clear how long it would remain in effect, said Lt. Robert Craton, a watch commander at the North County Correctional Facility. "We are making every attempt to get back to normal," he said. Black and Hispanic inmates at the North County Correctional Facility were segregated Saturday after the fighting...

NEW YORK (AP) - Martha Stewart says in a new interview that her nickname in prison was M. Diddy, that house arrest is "hideous" and that her prosecution was about bringing her down "to scare other people." In the interview, Stewart tells Vanity Fair magazine she agrees with those who say her crime - lying about a personal stock sale - is far different from massive corporate scandals such as Enron, WorldCom and Tyco. "Of course that is what it's all about," Vanity Fair quotes Stewart as saying. "Bring 'em down a notch, to scare other people. If Martha can...

Big Governor Is Watching You Terror From On High Cloaked in the favorite conservative lingo of states' rights, the Bush administration has drawn up a proposal that ought to give even the president's staunchest backers the willies. Presented as a draft, the "Model State Emergency Health Powers Act," written by the Centers for Disease Control, sets forth procedures and rules so that a state government could respond to a sudden outbreak of smallpox, anthrax, or other form of bioterror attack. Granting governors the power to declare a "bioterrorism emergency," the proposal, as originally written, would have allowed them to quarantine...
