One Supreme Court case provides a clue about the limits that may be placed on the Senate if it attempts either to deny Moore a seat or to expel him once he has been seated. In 1967, a special House committee determined that New York Rep. Adam Clayton Powell’s staff had falsified travel expenses and caused illegal payments to his wife. Rather than censure and fine Powell for this misconduct, the House voted by a simple majority to exclude—meaning, refuse to seat—Powell after his reelection. Powell sued, and when Powell v. McCormack made it to the Supreme Court, the court...

Mention “tech cities,” and what might comes to mind are Silicon Valley, Chicago, Seattle, New York City, or Austin. But, Dallas-Fort Worth is emerging as a tech market, according to two new reports. “People have thought of Austin as Silicon Prairie for a long time,” said Ali Greenwood, vice president of data center solutions with commercial real estate firm JLL. This is logical, given that Dell, Apple, and Oracle have a presence there as do many technology startups. However, Greenwood said the sheer volume of Fortune 500 companies in DFW has attracted tech and other companies from elsewhere. Because of...

ST. CROIX — It was all talk and little to show for it back in June 2016, when The Consortium asked Governor Kenneth Mapp about a timeline for jobs he said would be coming to St. Croix through the ArcLight Partners, LLC agreement, as the firm had partnered with China Petroleum & Chemical Corp., also called Sinopec, for the expansion of the Limetree Bay Terminals’ oil storage facility, other oil-related work, and, importantly, some oil refining. The U.S. Justice Department will begin prosecuting climate activists and protestors that perpetrate violence and destruction towards pipelines or other oil infrastructure to make their political points, Reuters said in a new report. “While we are strong advocates for the First Amendment, violence towards individuals and destruction of property are both illegal and potentially fatal,” a letter from the DOJ states. The document is a response to an official letter cosigned by 84 congressmen asking Attorney General Jeff Sessions about his department’s planned response to oil infrastructure attacks led by protestors, specifically those that shut pipelines in October 2016.
