NORFOLK, Va., Aug. 27 (UPI) -- A Somali man Friday pleaded guilty in federal court in Norfolk, Va., to attacking the USS Ashland in the first successful U.S. piracy prosecution in 150 years. Jama Idle Ibrahim told the court he believed the Ashland was a merchant vessel he could hold for ransom. The ship was attacked April 10 in the Gulf of Aden. Temporary layoffs for 77 employees will result from U.S. Steel Corp.'s plan announced last month to shut down three of the 12 coke batteries at its Coke Works in Clairton, according to a notice the company filed with the state. The Downtown-based steelmaker said Thursday it also plans to idle four coke batteries due to economic conditions and cutbacks in steel production. In the state notice, the company said the shutdown of three batteries and associated layoffs will take place March 22 or later. <p>PITTSBURGH (AP) - States have spent millions of dollars building new prisons to ease pressure on existing facilities, but many haven't been able to open as state budget crunches have left little money to operate them.</p>
<p>In Pennsylvania, where the inmate population recently topped 40,000 for the first time, new prisons were recently built in Forest and Fayette counties. But the Department of Corrections has put off their opening until at least 2004 to satisfy a state mandate to cut spending.</p>
