    Here’s a plan for 2008. Suppose a Democrat wins a close presidential election. But the House and Senate are still very likely to remain in Republican hands. The GOP could then challenge the electoral vote certification, just like the Democrats did this year. The Republican majorities in the House and Senate could then decertify the electoral votes of narrowly-won blue states (they’d certainly have more grounds for claiming fraud than the Democrats did this year.)
