WASHINGTON — President Barack Obama’s campaign is using his Chicago election night party at McCormick Place as an organizing tool: To be eligible for a ticket, Illinois residents will have to complete two get-out-the vote volunteer shifts in battleground Wisconsin.

BILLINGS, Mont. -- President Bush yesterday kicked off the last swing of his final political campaign, a five-day blitz in 10 states considered pivotal in Tuesday's congressional midterm elections. Bent on whipping up the Republican base, the president, visiting only states he won in 2004, is putting his power into play -- showing he is neither abandoning close races nor giving up on embattled candidates. John Breaux stumped through northeastern Louisiana Friday in an effort to help Democratic candidates for the U.S. Senate and congressional races get the vote out in the Dec. 7 runoff.</p> <p>State Rep. Rodney Alexander, who is running for the vacant 5th Congressional District seat, and U.S. Sen.
