A variety of driving restrictions were advanced Thursday by lawmakers in three separate committees aimed at improving road safety in New Jersey and increasing driver accountability.  A proposed ban on text messaging while driving was expanded to include language upgrading the existing ban on talking on a hand-held cell phone while driving to a primary offense.
