All NFL team personnel and staff will be required to undergo training on the prevention of domestic violence and sexual assault starting within 30 days, according to a letter commissioner Roger Goodell sent to team owners. The development came as Goodell on Friday readied to make his first public statements in more than a week about the rash of NFL players involved in domestic violence. His news conference is scheduled for 3 p.m. ET in New York, his first public appearance since attending a high school function in North Carolina on Sept. 10.

The White House Thursday sternly told the NFL that "it's important that the league get a handle" on players who commit child abuse and domestic violence and that the league must "have a zero tolerance" regarding those issues. Carolina Panthers star defensive end Greg Hardy has agreed to be placed on the NFL's exempt list. Hardy, who has been convicted on two domestic violence charges, will not play or participate in team activities but will receive his full $13.1 million salary. WASHINGTON—The Supreme Court on Monday unanimously rejected the Justice Department's effort to expand the Chemical Weapons Convention's reach into garden-variety domestic crimes, throwing out the federal conviction of a Pennsylvania woman who used a chemical irritant to get back at a romantic rival.
