Mayor Rahm Emanuel on Wednesday blamed his dismal showing in a New York Times poll on “40 years” of financial neglect of Chicago’s South and West sides — not on disenchantment with him. One year after the mayor’s second inauguration, 62 percent of those surveyed disapproved of Emanuel’s performance as mayor. Only 25 percent approved of the job the mayor is doing. ...
