Mark Warner signed legislation yesterday requiring foreign nationals to prove they are in the country legally before obtaining a driver's license.</p> <p>"The additional safeguards contained in [this legislation] are appropriate, given the ongoing threat of terrorism," Mr. Warner said.</p>
