The 2014 election was a successful one for marijuana legalization. Referendum initiatives legalizing recreational marijuana passed in Alaska, Oregon, and the District of Columbia. Florida’s legalization amendment (which was limited to medical marijuana) failed, but only because victory required a 60% supermajority (it got just over 57% percent). A medical marijuana initiative did pass in the Pacific island territory of Guam. Coming on the heels of the legalization of marijuana in Colorado and Washington in 2012, this is a further sign of pro-legalization momentum, and perhaps of dissatisfaction with the War on Drugs more generally – even among some conservatives.

One goal of creating Colorado's recreational marijuana market is to shift customers away from the medical market. The numbers suggest that work remains to...

Canada’s largest mental health and addiction treatment and research centre is calling for the legalization of marijuana, with strict controls that would govern who could buy weed, from where, and in what quantity. In a policy statement released Thursday, the Centre for Addiction and Mental Health in Toronto said cannabis should be sold through a government-controlled monopoly and with limited availability and an age limit, possibly through outlets similar to provincially operated liquor stores. “Legalization means that we remove all penalties for cannabis possession and use by adults,” said Jurgen Rehm, director of social and epidemiological research at CAMH. “Canada’s...
