    The man charged with shooting a 33-year-old in the head and neck on Roosevelt Avenue last week is a suspected gang member, the Queens district attorney said.Authorities believe 20-year-old Pedro Silva of Jackson Heights is part of the street gang M18, the DA’s office said.
