    I think it's important to note that never once did Elian's Miami relatives refuse Elian the opportunity to talk on the phone with his father, nor did they stop meeting with the Government and working with the ever-changing legal/non-legal demands, to reach an agreement. I've heard sneering remarks that the relatives weren't surprised at the 5am raid, they were all dressed. That should not be a surprise as they were talking and trying to reach a resolution with Janet Reno all night long. It appears the government did not negotiate in good faith.
