There are many ways to slice and dice America's power/wealth hierarchy. The conventional class structure is divided along the lines of income, i.e. the wealthy, upper middle class, middle class, lower middle class and the poor. In theory, open enrollment ends tonight. No longer can individuals without any excuse whatsoever wait to purchase health insurance policies on the Exchanges that will be in effect during 2014. I very much expect we will hear numbers over the next few days such as 6.5 million or 7 million bandied about as “enrollment figures.” Many supporters of the ideas behind the original ACA who have managed to tolerate its metamorphosis over the past year will herald those numbers as signs of success. As Russia’s stranglehold on Crimea tightens, the Ukrainian province to the north is warning it could make life on the peninsula miserable if the coveted region chooses sides with Moscow in Sunday's referendum. I receive many e-mails, and a recurring complaint is that many of my posts are too technical to understand. This morning’s installment arrived with the subject line, “Please Talk to Us”, and suggested I provide short, concise, easily understood summaries and explanations “for dummies”. Let the blame game begin over ObamaCare’s oversights. The nation’s largest health insurer, UnitedHealthcare, claims the Affordable Care Act is responsible for forcing it to boot doctors from its Medicare Advantage program that serves thousands of elderly patients in the New York metro region. CEO Jack Larsen, under fire for separating seniors from their MDs, took out full-page ads to explain that cuts in Medicare spending forced the insurer’s hand.

The White House might broaden the availability of federal discounts on healthcare coverage under ObamaCare to help consumers whose premiums are going up, according to a report. In June 2013, the DC City Council passed legislation requiring carriers to sell all individual and small group products through DC Health Link, effectively dissolving the non-Marketplace individual and small group markets. Individual plans may only be offered through the Marketplace beginning on January 1, 2014, while small group plans have until January 1, 2015 to transition to DC Health Link.6 In addition, the SHOP and individual markets will be merged into a single risk pool.7

Ignore what you hear and read in the news. The federal government actually reached the legal debt ceiling about four months ago. Since then, the government has been financing its monthly budget deficit by stealing/borrowing money from other government funds, like the federal government employees’ pension fund. In about two weeks, the government will run out of tricks to keep operating as if nothing has happened. If the debt ceiling is not raised by then, the government has to balance its budget.
