Time to fire 50% of the regulators with extreme prejudice. Then put the next 25% the will be terminated at the ens of the year. In the meantime they can rescind obsolete and punitive regulations on the books.

In the “I'll bet you don't know” department, the UN actually has FOUR operating headquarters. They (in no particular order): 1) NYC, 2) Brussels, Belgium, 3) Geneva, Switzerland, and 4) Nairobi, Kenya. I say evict them and they can deport themselves to the city of their choice. The U.S. leaves the UN and cuts of its financial life support of $33 billion. The UN headquarters needs major repairs and probably should be condemned. Tear it down and make it a park or parking lot or build apartments on the land.

You can only raise taxes so high before those paying them leave. When they do, your tax base shrinks. Raise them again to replace lost revenue, more taxpayers leave and the tax base shrinks even more. It becomes a vicious cycle as California tries to tax its way to prosperity.
