From the story, the Iraqis being tortured were stealing food. Yes stealing is wrong, but if my children were starving I know I would go steal food if their was no other way for me to feed them. In my mind I can justify torture if their is intel to be gained that could prevent future attacks, but stealing food is not justification for torture. Just my opinion.

I do not have a cell phone. I do have a 2m mobile rig in my truck and I occasionaly take my HT with me if I am worried about needing emergency communications when I am away from the house or truck.
This also reminds me of the time I was in a certain S.A. country. When we left the boat we were REQUIRED to be armed. We were issued a 9mm concealed in a fanny pack.
This reminds me, during a pre-deployment pep talk one our generals said "There are two corps on this planet one is the Peace Corp, we joined the other..."

Does this mean what I think? If this juvenile is convicted of murder, he will not spend a day in jail past his 21st birthday? Well that is until he does it again?

Exactly how I feel. I have flown about 16 times since 9/11, I know what it takes not to set off the metal detectors. Not once have I set off those metal detectors and every time I have been pulled aside for extra-screening. I have no problem with this, it makes me feel safer, every time the extra-screening was done by a member of my same sex and they were extraordinarily professional, very friendly and polite.
