Yes, but that version takes forever as that category of oversubscribed in most countries and the waiting list is past the moon. Much easier to naturalize and apply as a US citizen, as that category gets a priority.

I’d say from experience that it’s a toss up; women, especially those on welfare, are a buyer’s dream. Others are just plain stupid, greedy, and prolific in their love of s several marriages.
Men are often suckers in that they have dreams of never ending sex, only to be shut out from the very minute after the nuptials, with promises of “delivery” once the green card arrives; then they’re left holding their bag, wondering where the little woman went.

Over many decades, US courts of various levels have been just fine with marriage fraud. They’ve scolded against the gov getting in the marriage business, disavowed the term “viable” with respect to marriage, been just find with any old form of consummation of marriage, and granted relief in case after case that was actually decided on either by administrative officers or courts. It was and remains a huge business, with legions of immigration attorneys at the head of the fraud spear helping to advise or even set up phony marriages. Some even go so far as to fund overseas offices to recruit for the marriages. It’s even been glorified in several hollywood productions, one even entitled “Green Card.”
