This entire document is actually very depressing because in the end its primary aim seems to be to have a discussion about how to help HIV positive people in Africa learn to stop spreading the disease. Since they can’t outright call for the folks to be quarantined, encouraging them to stop the passing and spreading of the infection in more subtle ways probably is the only other feasible way to help solve the problem. I mean, surely they don’t think most people in America or Europe need pointers on how best to teach their kid to obey proper hygiene.
Since this article linked to a Fox News page and not the actual document, and since the news story didnt provide a link to the study in question, here it is:

I’d be concerned if I were a parent about this infofmation being used as a guide by counselors in our nations public schools. This sort of information should ideally be presented to children by those who brought them into this world, not a state-appointed surrogate . I’m not too stubborn to realize that some kids without parents need to learn the things spoken of in this document somewhere other than through their own reckless hedonism, but meanwhile parents would do well to make sure their kids arent having other ideas fed into their minds by the people employed as guidance counselors.
