Cortana does not bother me one bit. The nasty beastie is safely caged on the other side of the seldom used partition. Linux works fine, no more a MS beta unit.
I am doubtful a holder of a TS clearance would risk losing that clearance or jail time. I am simply stating I will withhold my investment in the story. If more collaboration comes out I will change my mind.
Surfing the Wikileaks website is greatly frowned upon when one has a clearance. Secondly, it would not be prudent to release information of this nature in a public forum.
This story sounds more like misdirection directed at the Trump supporters. I would not invest my hopes in it.

“If I recall an earlier article about this case he was told not to do this by security before he made the trip. The compromised data related to the guidance system for the ARMRAAM air to air missile.”
If he declared his intent to travel to China I am sure security would warn him. Companies that do not take ITAR seriously will lose their export licence. The state department maintains a online list of violations, it is a real eye opener.

The article does not state that he gave the information to the chicoms. The information was in his possession via a company laptop; if I recall correctly, that in of itself is a ITAR violation. The guy gets 38 months for being an idiot and good luck ever getting a EE job again.

“If I were conducting a ballistic missile attack, the first wave would have mostly inert (or high explosive warheads) and the second wave would be the killers.”
I would like to think that a large scale attack of ICBMs would be assumed to be nukes. This scenario leaves our first strike response assets intact and deployed as the conventional explosives are bouncing off their targets.
