A clash over Minnesota voting rights took another step late Friday when a judge refused to halt the distribution of materials by a conservative group that says it wants to prevent voter fraud. The election watchdog Common Cause Minnesota filed suit last week over distribution of buttons by a "tea party" group and other organizations seeking a "Voter ID" law requiring eligible voters to show valid identification at the polling place.
