Divers have found the body of a paddleboarder who went missing in the water off Martha's Vineyard - that backs on to Barack Obama's sprawling $12million estate. Gay and bisexual men in monogamous relationships would be allowed to donate blood without abstaining from sex under guidelines being drafted by the Food and Drug Administration, people familiar with the plans said.
