    Robert Boehm, the chairman of the Center for Constitutional Rights, a Manhattan-based nonprofit group most recently in the forefront of an effort to secure legal rights for military prisoners held by the United States at Guantánamo and elsewhere, died on Tuesday at his home on the Upper West Side of Manhattan.
