WASHINGTON – Reports of sexual assault by cadets and midshipmen at the nation's military academies spiked 32% during the last school year, reflecting increases in those crimes and a greater willingness to report them, according to a Pentagon report obtained by USA TODAY. There were 122 reports of sexual assault during the 2018-19 school year, compared to 92 in 2017-18. "We are encouraged that more cadets and midshipmen made reports of sexual assault this year," said Nate Galbreath, acting director of the Pentagon's Sexual Assault Prevention and Response program. "Our program empowers those who experience sexual assault to connect with...

Ten years since Massachusetts passed an education reform bill known as the Massachusetts Education Reform Act (MERA), Phoenix Academies has tried to bridge the gap for those who drop out of school or those who underperform. According to 2006 statistics, almost 11,000 students dropped out of high school, and by 2015, that number was 5,000 dropouts. Graduation rates in 2015 did not go beyond 72% and in one immigrant-heavy part of Massachusetts known as Chelsea, the graduation rate was 63% in 2015. According to the Pioneer Institute, "between 2008 and 2011…In all but one of those years, 100 percent of...

Want to trim the federal budget and improve the military at the same time? Shut down West Point, Annapolis and the Air Force Academy, and use some of the savings to expand ROTC scholarships.

After covering the U.S. military for nearly two decades, I've concluded that graduates of the service academies don't stand out compared to other officers. Yet producing them is more than twice as expensive as taking in graduates of civilian schools ($300,000 per West Point product vs. $130,000 for ROTC student). On top of the economic advantage, I've been told by some commanders that they prefer officers who come out of ROTC programs, because they tend to be better educated and less cynical about the military.

If President Bush wanted to attack quotas in college admissions, he should have started with the U.S. Military Academy, which the federal government operates. Unlike the University of Michigan, West Point has an actual numerical goal for the number of black students admitted to its ranks. And while they don't use numerical targets, the Naval Academy and the Air Force Academy also employ affirmative action policies in their admissions. So why didn't Bush denounce the service academies instead of going after the University of Michigan, which doesn't use quotas? After all, the president is commander-in-chief, and the service academies fall...
