    Dear Mr. Rove:

    Welcome to Kalispell. Thank you for your efforts on behalf of Senator Burns and the citizens of Montana. Congratulations on achieving your highly valuable and trusted position in the White House.

    I applaud the President for standing up on Friday, demanding clarity from the Congress on their commitment to the War on Terror. There comes a time when playing at politics is not sufficient for the country’s needs.

    In that light, I humbly request that you bring this matter to the attention of the President. From 1962 to 1974 there existed a program of Bio-Chemical Weapons development experiments involving over 10,000 U.S. Servicemen called Project 112/SHAD. Many of us have since passed away or contracted diseases of “unknown origin”. My own infant daughter lived only to the age of six days, due to genetic malfunctions I passed on to her in 1980.

    I entered the U.S. Navy in 1967 in perfect health. Yet, within 10 months of leaving the USS Granville S. Hall [YAG-40] and Project SHAD, I was discharged for “physical disabilities”. To this day, the Department of Veterans Affairs contends that I must somehow prove my illnesses are “service connected”. This is virtually impossible in that the Department of Defense refuses to release the necessary data in the form of COMPLETE Service Medical Records and Service Personnel Records. The debilitating illnesses are quite enough without the added insult of this ongoing cover up by the VA and DoD.

    I cannot begin to express the level of disappointment, outrage, and frustration waiting over 35 years for a simple straight answer can generate. To the best of my knowledge, there have been over 565 VA Disability Claims initiated by Project 112/SHAD Veterans. Only 28 such Veterans have received any kind of “approval” by the VA on a cross section of 39 ailments, according to a recent FOIA request I submitted through Congressman Denny Rehberg, MT. I began my first VA disability file in 1971. It was not until early this year that it was PARTIALLY adjudicated for the PTSD component. The remaining 28 physical items are “under consideration” at the Board of Veterans Appeals remand center in Washington, D.C.

    The VA has contacted and notified barely half of the participants. The actions of the DoD and VA have not been sufficient, equitable, or even realistic in our regard. Please direct the attention of the pertinent parties to rectifying this circumstance.

    The hard working staff members of both Senator Conrad Burns and Representative Denny Rehberg have been of incalculable assistance in seeing that these matters become de-classified and dealt with. I literally would not be alive to attend today if it were not for their diligent efforts.

    There are most likely more pressing issues on your plate today and tomorrow and the next. I simply wish for you to realize that it was the lives of these men of whom I speak that were sacrificed to create some of the WMD’s that our Armed Forces are searching worldwide for in order to retrieve them from the hands of madmen. That is a sufficient burden for us to bear. All I ask in return is that our government stop spitting in our faces and treading on our souls as we reach out for assistance.

    Highlights of GAO-04-410, a report to Senate and House Committees on Armed Services

    In the 1962-74 time period, the Department of Defense (DOD) conducted a classified chemical and biological warfare test program—Project 112—that might have exposed service members and civilian personnel to chemical or biological agents. In 2000 the Department of Veterans Affairs (VA) began obtaining information from DOD about the program.

    Concerned that veterans and others might have health problems from exposure during Project 112 and similar DOD tests, Congress required DOD in the 2003 Defense Authorization Act to identify Project 112 tests and personnel potentially exposed—service members and the number of civilian personnel—and other chemical and biological tests that might have exposed service members. GAO was required by the act and subsequent guidance from the congressional requesters to evaluate

    (1) DOD’s process to identify the Project 112 tests and the service members and the number of civilian personnel potentially exposed, (2) DOD’s progress in identifying similar tests outside Project 112, and (3) VA’s progress in notifying DOD-identified veterans.

    GAO is making three recommendations to enhance DOD’s responsiveness to the
    legislative requirement. DOD concurred with all of our recommendations and agreed to implement them.

    CHEMICAL AND BIOLOGICAL DEFENSE

    DOD Needs to Continue to Collect and
    Provide Information on Tests and
    Potentially Exposed Personnel

    DOD appears to have accurately identified all major chemical and biological tests associated with Project 112. DOD identified 134 planned tests of which 50 were conducted. Of the 50 tests, 19 were ship-based and 31 were land-based.

    GAO found no evidence of any other Project 112 tests. DOD performed a reasonable investigation of service members potentially exposed to agents in the tests. However, GAO believes that there likely are service members and civilian personnel potentially exposed to agents who have not been identified for various reasons. First, DOD was unable to identify any service members for 21 land-based tests because it was unable to find the needed records. Second, although DOD addressed the basic
    mandate requirement regarding civilian personnel by estimating that 350 had been potentially exposed, it did not specifically search for individual civilian personnel exposures or foreign national exposures. DOD limited its investigation of specific exposures to identifying military veterans who might be eligible for medical services from VA. Third, DOD did not pursue all possible sources of information during its investigation, and additional identifications continue. DOD recently identified 51, and VA, 172 more military personnel. GAO identified 167 additional service members and civilian personnel who might have been exposed, plus additional sources of information. DOD has not determined the feasibility of continuing its efforts to identify additional potentially exposed service members or civilian personnel.

    In February 2004, following GAO inquiries, another DOD office began preparing a plan to identify tests outside Project 112 that might have exposed service members. Since World War II, DOD has conducted hundreds of classified tests within the 48 contiguous states. Although not required by the act, DOD also plans to identify service members and civilian personnel who were potentially exposed by these tests. However, that office has not yet completed its plan for doing this.

    As of March 2004, VA had notified 3,397, or 58 percent, of the 5,842 service members DOD reported in June 2003, including 751 VA determined to be deceased. VA is still processing over 2,400 cases but is having difficulty making these notifications due to the absence of key needed information such as military service numbers. VA is developing a plan to resolve these more difficult cases and expects to complete its notification process by September 1, 2005. To date, VA has granted 10 of 316 benefit claims related to Project 112. Recent changes to VA’s eligibility requirements could increase the number of Project 112-related medical visits.

    DOD has not designated an office to act as a single point of contact for collecting and providing information regarding the results of its investigations of DOD chemical and biological tests conducted inside or outside of Project 112.

    For many years during the nineteen-fifties and sixties, Bill Patrick had his doubts that bioweapons work. Those doubts were removed decisively during the summer of 1968, when one of the biggest of a long series of open-air biological tests was conducted over the Pacific Ocean downwind of Johnston Atoll, a thousand miles southwest of Hawaii. There, in reaches of open sea, American strategic tests of bioweapons had been conducted secretly for four years. Until very recently, these tests remained unknown to people without security clearances.

    "We tested certain real agents, and some of them were lethal," Patrick said. The American strategic tests of bioweapons were as expensive and elaborate as the tests of the first hydrogen bombs at Eniwetok Atoll. They involved enough ships to have made the world's fifth-largest independent navy. The ships were positioned around Johnston Atoll, upwind from a number of barges loaded with hundreds of rhesus monkeys.

    Late one afternoon, Bill Patrick went out to Johnston Atoll and stood on the beach to watch a test. At sunset, just as the sun touched the horizon, a Marine Phantom jet flew in low, heading on a straight line parallel to the beach, and then continued over the horizon. Meanwhile, a single pod under its wings released a weaponized powder. The powder trailed into the air like a whiff of smoke and disappeared completely. This was visual evidence that the particles were flying away from one another. Patrick's patents worked.

    The scientists call this a line-source laydown. The jet was disseminating a small amount of biopowder for every mile of flight (the exact amount is still classified). One can imagine a jet doing a line-source laydown over Los Angeles, flying from the San Fernando Valley to Long Beach, releasing dust from a single pod under the wing. It would take a few minutes. The jet would appear on radar, but the trail of bioweapon would be invisible. In Iraq, United Nations inspectors found a videotape of an Iraqi Phantom jet doing a line-source laydown over the desert. The technique looked precisely like the American laydowns, even to the Iraqis' use of a Phantom jet. The one difference was that the Iraqi Phantom had no pilot: it was a remote-controlled drone.

    At Johnston Atoll, the line of particles moved with the wind over the sea, somewhat like a windshield wiper sweeping over glass. Stationed in the path of the particles, at intervals extending many miles away, were the barges full of monkeys, manned by nervous Navy crews wearing biohazard spacesuits. The line of bioparticles passed over the barges one by one. Then the monkeys were taken back to Johnston Atoll, and over the next few days half of them died. Half of the monkeys survived, and were fine. Patrick could see, clearly enough, that a jet that did a laydown of a modest amount of military bioweapon over Los Angeles could kill half the city. It would probably be more efficient at causing human deaths than a ten-megaton hydrogen bomb.

    "What was the agent you used?" I asked Patrick.

    "I don't want to tell you. It may still be classified. The real reason is that a lot of countries would like to know what we used, and not just the Iraqis. When we saw those test results, we knew beyond a doubt that biological weapons are strategic weapons. We were surprised. Even we didn't think they would work that well."

    "But the agent you used was curable with antibiotics, right?" I said.

    "Sure."

    "So people could be cured -- "

    "Well, think about it. Let's say you hit the city of Frederick, right here. That's a small city, with a population of about fifty thousand. You could cause thirty thousand infections. To treat the infections, you'd need -- let me see." He calculated quickly: "Eighty-four grams of antibiotic per person . . . that's . . . oh, my heavens, you'd need more than two tons of antibiotic, delivered overnight! There isn't that much antibiotic stored anywhere in the United States. Now think about New York City. It doesn't take a mathematician to see that if you hit New York with a biological weapon you are gonna tie things up for a while."
