John 8:31-34 To the Jews who had believed him, Jesus said, "If you hold to my teaching, you are really my disciples. Then you will know the truth, and the truth will set you free."

They answered him, "We are Abraham's descendants and have never been slaves of anyone. How can you say that we shall be set free?" Jesus replied, "Very truly I tell you, everyone who sins is a slave to sin."

Romans 6:15-18 What then? Shall we sin because we are not under the law but under grace? By no means! Don't you know that when you offer yourselves to someone as obedient slaves, you are slaves of the one you obey-whether you are slaves to sin, which leads to death, or to obedience, which leads to righteousness? But thanks be to God that, though you used to be slaves to sin, you have come to obey from your heart the pattern of teaching that has now claimed your allegiance. You have been set free from sin and have become slaves to righteousness.

We have no ability in ourselves to choose for God. We can't come to God unless the Holy Spirit enlightens us and draws us.

That is when the choice is offered to us, when drawn by the Spirit. And yes, people will still choose evil even after being imbued by that Spirit; their fate is outlined in Hebrews 10:26-31. Choosing God's way of your own free will is what builds character.
"Are men free to choose this or that form of society for themselves? By no means. Assume a particular state of development in the productive forces of man and you will get a particular form of commerce and consumption. Assume a particular stage of development in production, commerce and consumption and you will have a corresponding social structure, a corresponding organization of the family, of orders or of classes, in a word, a corresponding civil society. Presuppose a particular civil society and you will get particular political conditions which are only the official expression of civil society."

— Karl Marx
That is who is presuming that mankind has no free will.
